In May 2008, the new directive of air quality has come into force. This directive pretends standards on the concentration of different air pollutants in Europe. In the Netherlands, achieving these standards is connected to the determinations of law on spatial planning. On places where the standards are exceeded, no new area development can take place. In the national strategic programme air quality (NSL), adopted in July 2008 by the cabinet, the Netherlands present the plans to settle the new definitions of the directive on air quality.

Cleaner air will be reached by the development of cleaner fuel and cleaner cars. At this moment, traffic is, especially in urban areas, an important source of pollution. To benefit in these areas, the development of alternative fuels and cleaner motors is of great importance. Different provinces and cities in the Randstad invest at this moment in techniques. Next year, the successfulness of these projects will be improved via information-exchange and knowledge sharing. Together we will lobby for new proposals of the Commission, for improvement of air quality, the directive industrial emissions (IPC), and the so-called national ceilings on emission (NEC).
